The best way to get birth records is through the Local Mormon Family History Centers. I have not been able to find value in their index. I have personally done all extractions or had the parish notary do some for me of which I paid him. He is probably deceased, but I am sure someone replaced him. What surnames are you searching?
I have travelled to Pinos and can recomnend a trip from San Luis Potosi as your base city. Well worth your time.

I have been reading your messages to other members where you are looking for information on the Delgados of Pinos, Zacatecas. I was just looking at your file folder and it is very difficult to understand. Do you think you could put it into a pedigree, register or some other standardized format so that other members can better understand the relationships between the people listed?
It looks like you have already gotten pretty far back, but only on one lineage. It is sometimes helpful to expand a bit horizontally, as you will find that tracking the wife's family sometimes leads to the husband's family and vice-versa.
The Delgados were definitely in Pinos for more that one generation. I found the following entries in IGI that appears to be the baptism records for a brothers of Bartolome Delgado, born in 1684 and 1687. I imagine that their parents were married sometime around 1680. There is a Salvador Delgado who was married to a Maria de Contreras and having children around the same time which would lead me to believe that both the Contreras and Delgados were in Pinos. It may be worth ordering the film to see if there is any more information that you can gather from these baptism records.

I would strongly recommend you order this film as it is likely these two individuals were related and that the documents would have extensive genealogical information.
In addition, you should probably order the informacion matrimonial film for Pinos that is likely to have Francisco's first marriage record around 1680:

It looks like you have many leads, but lots of film reading to do. I also suggest you start entering all of this information into PAF or some other genealogy software to keep it (and the sources) well organized. It will also help you branch out to do some horizontal research to look into some of the materanal lines.
P.S. There was a Delgado in Zacatecas as early as the mid 1500s. Juan Delgado was the encomendero of El Teul, Zacatecas and his descendants were large land owners in the region of Tlaltenango and Tepechitlan around 1600.

And, yes, I believe I am the only one that would understand the way I have outlined the generations, but I will be very, very, very frank with you; I know of no other way. I wish there were some classes that I could take locally, but I know of none.
I have compiled a booklet on the DELGADOS, but I just go down generation to generation, to my great-grandchildren. (I copied that method from an illustration I saw in the genealogy department at my library).
As soon as I get back from my vacation in Veracruz, I will order the films...

While it is somewhat difficult to understand the standardized genealogy reports at first, it is really worthwhile to try to use them from the onset. The easiest way to do that is to simply download PAF or some other free genealogy software and enter the names, dates, place names AND SOURCES that you have. The software produces any one of the reports Joseph and I have mentioned, i.e. Ahnentafel, register, etc.
Once you start seeing the way the software organizes and reports the information you will start seeing the logic behind them.
The Ahnentafel and Pedigree reports go backward (ancestors of a person with each generation having twice as many people as the previous), while the register format goes forward, showing the descendants of a person, with each generation having less or more (usually) than the previous. If you download the Nuestros Ranchos User Guide, there are examples of all of these types of reports in an Appendix.
Juanita, all of the films that I listed are available through the Family History Library and you can order them at your local Family History Center. While they may be hard to read and in some cases the information may be difficult to locate on the film, it is really the ONLY way to do serious genealogy. Taking information from books is often unreliable and leads to selective "borrowing" of research rather than original research focused on what you are genuinely interested in. Genealogy is not easy work, but if you have the passion and will, you need to just stick to it. It gets easier reading the handwriting and scanning through films as time goes on.

He is extremely knowledgable, like you, He is coordinator, or something like that, for SAGA. I actually met him in SANTA BARBARA last year, and hope to see him again in Spring..

And, yes, I would be most happy to share all I have - 10 generations, so I am going to do what you suggest and hope I can do it.I have been working on this name for years so I cannot just let it go. Once these people got to Tamaulipas in the early 1700's, it was almost like a piece of cake.

I was so excited to read your information I forgot to ask some pertinent questions.
Are the films you mention from LDS?
I do realize the amount of time and deciphering you have to do with those films. I ordered one film and it was sent to Santa Barbara and I have to be honest. I did not stay long enough on it. It was not the best film. But I will certainly give it another shot.I am really very
interested in getting to the roots. The rest was sort of easy, tracing the DELGADO that came down to the TEXAS COAST, to TAMAULIPAS, NUEVO LEON and then ZACATECAS.
I found great information in the book FUNDADORES de NUEVO LEON, in our library.
Another question: In the Expediente 99, Informacion matrimonial: Juana Delgado Valenzuela, originaria de la Arjonilla, Obispado de Jaen en los Reinos de Castilla.Where would that be? Spain, or in New Spain?

I did just a couple of times: I found JUAN JOSEPH DELGADO in the 1780 census of REVILLA, TAMAULIPAS, who's wife was MARIA MARGARITA SANCHEZ DIAZ. When I looked up more on her I found her father was JUAN BAUTISTA SANCHEZ, brother of TOMAS SANCHEZ, the founder of LAREDO, MEXICO.Those censuses sure do tell a lot.
And I really went back to the ancestry of MARIA JOSEFA GUTIERREZ de LARA, who
married my ggggg grpa, JOSEPH MARIA TAMAYO y LUNA. I ran into a sonewall with his ancestry, but found lots on her.
