When a marriage record say this "Ambos dispensados por el Sr. Provisor en este Obispado en la nominacion conciliar" Does it mean that there is a marriage dispensation?

Así es colega, los curas casi siempre notaban en los registros matrimoniales parroquiales si fuesen dispensados y en que grado por consanguinidad o afinidad.

Por desgracias las dispensas de 1827 no existen microfilmada en la seccion del Sagrario de Guadalajara, busque en el apartado de Diocesis de Guadalajara en los 4 catalogos que hay y no encontre nada, lo malo que ahi son de todo el obispado.

Yes, there should be a marriage dispensation on record.

I wish you luck finding it. Sometimes it takes a long time to track down such records. In this case it states that the Sr Provisor approved the dispensation so I would first check the city where the bishop resided.
