I think there were two issues: the first, not requiring a dispensation, is that this couple had been living together for a year (Image 499); the primary issue is that (Image 502) the groom is the son of Francisco de la Torre and Maria Castillo AKA Maria la Grande. As an infant he was adopted and raised by Isabel de la Torre (sister of Francisco). However another brother, not named, is the father of Magdalena de la Torre, who is the mother of the bride.

On Image 505 the groom states that he was raised and treated as a son by Isabel de la Torre. However, the truth is that he is actually the son of an Indio from Santa Maria named: Alonzo. Therefore he has no blood relationship to Antonia Robles.
They seem to be first cousins once removed: the groom was first cousin of the mother of the bride.
Antonia Robles was the daughter of Juan de Robles & Magdalena de la Torre.
Magdalena de Torres is the daughter of a brother of Francisco de la Torre.
Francisco de la Torre is the father of the groom, Agustín de Castillo.
So, Agustín del Castillo (groom) and Magdalena de Torres (mother of the bride) share paternal grandparents and are first cousins.
They eloped and the authorities were trying to arrest them.
