Zacatecano,
My primo in Aguascalientes who is very involved in Charreadas wears the scarf under his charro hat. I asked him why he wore it since I only recalled J. Ma Morelos and the Californios. His response was to keep the hat on. Apparently the silk scarf gives his hat traction. My primo is losing his hair by the way.

When working out in the yard I wear a straw sombrero, and I wear a scarf under it to keep the sweat out of my eyes and to keep the inside headband clean and dry. I assume that is why Apaches and Mexicans and Californios wore "rags" on their heads when out riding. The hats have a string that goes under the chin to keep the hat on in the wind.

That string you are referring to is called a barbiquejo. Charros do use it
to keep their sombreros from flying off by placing it under their chin, but
they sometimes also place in between their chin and their bottom lip (right
at the crease between the bottom lip and the chin). I saw my grandfather
wear it both ways. If you go to a charreada or coleadero you'll see the
charros place the barbiquejo in both positions.
