Phelipe Ortiz was son of Pedro Ortiz and Catalina Ramirez. He married Josepha de Avila, daughter of Luis de Avila and Clara de Amaia (also as Anaya) on 26 April 1643 in Aguascalientes. I will appreciate additional information on Pedro Ortiz and Catalina Ramirez and on Luis de Avila and Clara.

Luis de Avila and Clara de Amaia had three children that I have been able to document so far (which I would expect you also know):
Josepha, who you mentioned, who married 26 Apr 1643, Phelipe Ortiz (Aguascalientes film 299421, image 272)
Maria, who married 11 Mar 1646 (velados 10 Aug 1646), Pablo de Montes de Oca Sanches (same film, images 283 and 284)
Nicolas, who married 6 Feb 1647, Getrudis de Luebana (same film, image 286).
All three of these records name all the parents.
I have not researched further on descendants Josepha de Avila and Phelipe Ortiz.
I have seen some posted genealogies that place Luis de Avila (who married Cathalina de Grijalva) in this family also, but I do not have documentation of this.
In my review of the Informacion Matrimonial, there is an entry for Juan Ramires, son of Phelipe Ortis and Josepha de Avila, and Maria Garcia (also names first wife, Luisa Ruis de Esparza). See the volume for 1678/81, image 137 (16 Feb 1676. I did not find amarriage for them in Aguascalientes.
There is also an entry for Catalina Ortiz, daughter of Juan Ortiz and Luisa Ruis de Esparza, and Salvador Gonzales (9 Aug 1687). (1676/1710, image 134). This film is currently off-line, so I cannot verify the record. I checked my hand-written notes, and it says Juan not Phelipe, but it should be verified.
